Um, install firefox-i18n-de?  It's still there at version 65.0.2-1.0 in extra, although in the testing repo we're using the 66.0.5 version already (which is a sensible upgrade if you're using any plugins).

firefox 65.0.5 and all i18n files are now available for pentium4.

On i686 we remain currently on 65.0.2 (because of severe SSE2 issues in rust).
The i18n files are 65.0.5 for i686 which cause an update conflict (which you have to ignore for now).
