Is cryptsetup not working for encrypted partitions?

I'm trying to install arch linux 32bit using an encrypted partition as I do with my 64bit arch installs.
Installation goes well until I reboot where it shows a prompt for the password and when I correctly put it in, it just boots me back to grub rescue terminal.

Is there something extra I'm supposed to do for this version of arch linux? (I've only used encrypted installs with GRUB on 64bit so this is all new to me)

To fix this, create boot partition of 600MB like you do with a EFI install, then mkfs.ext4 your boot partition and mount your encrypted root to /mnt, then your boot to /mnt/boot
everything else is the same process with EFI install on 64bit.

The problem is /boot was encrypted which will not work.
