I'm slightly surprised all of the russian servers aren't excluding western users already. But it not something I've ever tested, I don't configure servers that far away from me.

Well, it's up to each mirror whether they want to mirror our stuff or not, entirely their decision.
And I think the 403 error is unintentionally, but I don't have any contacts where I could ask..
In the past I sometimes added mirrors just because I found them on the internet or in the rsync logs..

403 is apparently the forbidden code. Could some iptables config be generating those for users outside russia and belarus? I wonder if we have anyone here reading this in that part of the world that could test that out for us.
