The IP seems valid and can be pinged, but no web server and mirror seems to be running.

Seems to have the same behaviour as mirror.archlinux32.oss has.

mirror.archlinux32.oss is special as it is only available if you configure a private DNS network. I doubt, this is the case for the gr.* mirror.
